I mainly post mine for live reactions to WWE or NFL events.

Typically you click an arrow that will bring up a reply to a person's tweet. And usually (depending on which app you use, I use Tweetbot) there is a square with a pencil writing in it for a new tweet where you can mention people and use hashtags.
